Richard Bale has been Consul General for Canada in Mumbai since March 2013. He has worked on Asian issues for the last 15 years, having been posted successively in Pakistan (1998-2000), the Philippines (2000-04), Taiwan (2004-07) and Indonesia (2009-2012). When based in Ottawa from 2007 to 2009, he was responsible for commercial relations with China, Hong Kong, Japan and Korea. Immediately prior to his posting to India, Mr. Bale was assigned as Canada’s Acting High Commissioner to Sri Lanka and the Maldives. Mr. Bale has also had postings in Sweden (1988-1990) and Russia (1990-1995), and in Ottawa has worked on trade policy (1986-88) and export finance issues (1995-98). He graduated with an MPA from Carleton University in Ottawa, and has undergraduate degrees from UBC in Vancouver and Université Laval in Québec.
